How Do The Virginia and West Virginia Executive Orders Impact The Construction Industry?

MARCH 23, 2020

For our Virginia Construction clients:

On March 23, 2020, Governor Ralph Northam issued an executive order to close public schools for the remainder of the year and all non-essential businesses.

While the details have not been released on “non-essential” business, a reporter asked specifically if construction is impacted by this order. The Governor stated construction is NOT currently impacted, (nor is construction related retail/ supplies) by the closure of non-essential business.

For our West Virginia Construction clients:

Governor Jim Justice just completed a press conference in which he announced he has signed Executive Order 9-20, effective March 24, 2020 at 8:00 p.m., implementing a stay-at-home order for all non-essential businesses.

Construction projects are declared essential under the order and building, highway and utility construction work can continue unabated. Hardware stores and other material suppliers are essential, as are trades construction for HVAC, electrical and plumbing.
